Wow that is a very open question

The short answer is it depends on competition.

One tool to work it out is Market Samurai (see their website for video tutorials) or you can use a simplistic FREE tool like the SEO Quake toolbar for Firefox/Chrome.

But it gets more complicated than these tools can show you, because it also depends on the quality and related nature of where these links are coming from.

Also backlinks alone are probably around 20% of the equation for Google (simplistically - there are 160 criteria I know of).

These are the main others;

1) Google Trust

2) On Page SEO

3) Social Buzz and

4) Authority recognition (not just authority backlinks)

5) Quality fresh content regularly

What you are probably asking is how many links do YOU need for a TYPICAL (long tail) keyword.

The first thing I will tell you that may surprise you, is that my answer is PER MONTH. Not a total or initial figure.
But the amount of NEW links "indexed" each month.

Assuming it isn't highly competitive and you have met the other 5 conditions.

I'd say 30 semi quality links per month (i.e. 1 per day)
(NOT profile links or Social/bookmark SPAM. More like forum/comments/guest posts/backlinks from NON link farms, etc.)

The reason is, it is too easy now for anyone with $5 to get 100's of crap backlinks at the push of a button. And every day, they mean less and less.

I'm sure you will get 101 different answers and many arguments about the exact numbers, and if Edu links are superior, etc..

But as a basic starter answer to your question, that is my answer.

The better shorter answer would have been
"as many as you need" ;-)

If you have more back links in quality sites then automatically the page rank of your site will be increased.

More quality backlinks with the quality content be helpful to get the rank high but only when the backlinks is dofollow. And if the link is nofollow then it be helpful in the traffic and if with the quality content then indirectly it be helpful in ranking.
