Text Links is better As per My Knowledge about SEO because when you have used the text links in your Web Page you have the Opportunity to include the Keyword in the Text links. This can helpful for improve your ranking in Search Engine Whereas you can use the Graphical Links in Your Website you have face some Problem like it take time to load and secondly if text are not provided than it's unable to read it.

That's Why Text Links are better then the Graphical Links.

According to me text links are better than graphical links. Blue, underlined words are the first to be recognized as links. They offer the quickest download time. The text can be keywords. Screen readers, used by handicapped people, pick them out as links much better than a graphic based link.

Nevertheless it depend on your business if your business is mostly depend on content then text link is the best for you and if your business have heavy touch with graphic then graphical link are best. Personally I prefer forum submission. Just like you said, article directory submission value have been reduced considerably, more than that, now they become more strict with articles, too. Forums have bigger chance to get traffic and less limitations, so I think forum submission will be better.
