First of all: sharing email lists is illegal. Second, most affiliate programs absolutely ban traffic via email, and it will get you kicked out. So review the rules first.

What you are planning to do is to buy some email lists and then SPAM them with your affiliate program. That is not right.

The best way to do it is to get a website up and running and get people to SIGN UP to receive your offers and newsletters. You need to get people's permission to send them email

Other than that, you will be spamming. Many affiliate programs kick out members caught spamming as it ruins their name and reputation. Your website can be taken down by your webhost if someone complains you are spamming. Your ISP account could be terminated and your internet access removed. The worst case, of course, is if someone sues you and charge you for every spam email you sent.
