While creating backlinks the site should have quality i.e., the site where you are creating should have a backlink of PR1 and greater. If you do it in PR0 sites it will not help in Page Rank and Traffic . Because the PR0 sites mostly will be in sandbox so the Google spider will not crawl into that website.
