It should be free, simple to add content and edit the template.

These days there are 100's if not 1000's of CMS out that do exactly what you want to do. You should pick a CMS that could grow with your website and you are able to add options to it with time.
Here are few that I have used and am very happy with them:
Mambo Open Source: Very easy to use and is very expanable. The current core team is a bit slow to fix security holes.
Joomla!: This is a fork of Mambo. Very active core team, comes with 100's of add-ons and thems and support is outstanding.
Website Baker: If you want a website where you won't be needing people to register for your website then this is the CMS you should look into. Exelect for small business and building a portfolio website.

There is also an outstanding website if you want to try out more than 100 CMS': http://www.opensourcecms.com

i've used tons, off the shelf i liked Mambo the best, complicated but also simple if you want it. Nice integration with other apps. But when i comes down to it, its nicer and better to build your own.

It depends a lot on your platform, what features you need, etc. Take a look at the CMS Matrix and choose the options you need and do some research on the results.

Any website with news of justin bieber, any gossip sites. Basically sites that doesn't require much thinking or intelligence.
