Default Who owns the content of a website?

A friend of mine paid a professional webdesign company to build a site for him, and host it. Now, after two years, the hosting fees have suddenly gone through the roof and he understandably wants to change host.

The question is this: who owns the copyright to the website content?

Will switching hosting company mean he has to pay someone else to build a new website from scratch? Or does he have some legal ownership over the site content, and therefore the new host can therefore simply pull it all across?

One of the meta tags does state 'Copyright ABC Webdesign', but seeing as he paid for it to be built in the first place... any thoughts ppl?
