if i want to buy something of 20 bucks, do i have to pay 20 plus tax??

Ebay will not charge you sales tax, but the vendor you bought the item from might. This depends on whether they have nexus in the state you live in and if there is a sales tax in the state you live in. Most of the time, you won't pay sales tax. However, you are supposed to pay use tax (if your state has a use tax). Most people don't.

It depends where you live. I live in CA, and I usually have to pay taxes. But if you live in another state, you might not have to. It will usually say in the seller's info of the item in some sort of fine print. If not, you can ask them directly if they do or not.
