I plan to buy cheap items and sell it on Ebay for profit, will i need to get a California Resale Certificate and collect sales tax? I wont be making that much anyways... less than $5,000 a year.

Yes, you need to register with the BOE and collect and render sales tax on all taxable sales delivered within CA.
