Frames will only confuse search engine robots and they might even abandon your site because of that. Moreover, frames make it difficult for users to bookmark a specific page on your site without using long, complicated scripts. But what will happen if i design my site without frames?

If you are not using the frames than you can bookmark the interior pages of the website. BY using the frames you can give good navigation in the web design especially in the menu and in the logo of the website. Frames help you to reduce the bandwidth and the server load.
