Default customizing index listing

I recently saw a website where the person had customized the index listing (the page that you get if you go to a folder on a server that doesn't have an index page. It usually lists all of the files in the folder). They used it to upload pics to that you could download so they didn't have to update any html. They had customized the BG color, text, and file icons. I know for a fact it was the server index and not PHP or another serverside script. Anyone know how to do that?
